I'm not sure how comforted a wife should be finding out that the only reason her husband is not sleeping with the neighbors is he fears eternal damnation and God is always watching.

Again, you suggest that fear of punishment is a stronger force than conviction, which has got to be incorrect. People act wrongly all the time in spite of the consequences. Meanwhile, that no one willingly goes against their own convictions is nearly analytic. Marry the person you want, and not someone else. That is a more effective way of remaining faithful than any rule could be.
